Since Doug Ford ended rent control on new units in 2018 and left vacancy de-control in place, people are being forced out of their homes because landlords can hike the rent the moment a tenant moves out. This bill closes that loophole and protects tenants from rent gouging.
The Rent Stabilization Act, 2025, would make it illegal for landlords to raise rent above the legal limit between tenants, a practice that fuels evictions and rising housing costs.

WHEREAS The Ford government cancelled rent control on units built after November 2018.
WHEREAS The cost to rent a home has never been higher.
WHEREAS People are being forced to leave their communities because decent, affordable homes are increasingly out of reach.
WE, the undersigned, petition the Legislative Assembly of Ontario to:
Pass the Rent Stabilization Act, 2025 to immediately introduce real rent control, also known as vacancy control, so rent control applies to the rental, and not just the tenancy. This will remove the incentive of unethical landlords to use bad faith evictions and renovictions to squeeze out existing tenants so they can charge a higher rent to the next tenant.
